The two books just referred to Geographically Weighted Regression ,not GWR-SL and GWR-SEA,thanks for your answer!

The papers I found for GWR-SEA specifically referred to it being implemented by the Spatial Econometrics toolbox. The book in that pre-release pdf shows the creation of lags in a few contexts. When I glanced through the toolbox it appeared that the more recent formulation involved using the slag() function.
GWR-SL and GWR-SEA are techniques, not necessarily specific implementations. I did not compare the relevant formulas symbol by symbol, but it looked to me from the book that GWR-SEA was something that could be handled by the toolbox if you called the proper lag-creation routines.
