How do i implement Total Dissipated Power (TDP) for Displaying a Colour Image inmatlab

QUESTION A: As in attached image, where 1) wr, wg, wb - are weighting coefficient inversely proportional to the sub pixel coefficients ,which depends on the physical characteristics of the specific display panel.
2) Ri, Bi, Gi - denotes the RGB color vector of the ith pixels
3) N denotes the number of the pixels in the images.
QUESTION B: Could you also please assist on how to get/calculate the wr, wb, wg.
