You are correct, the page I referenced does not allow you to download CARNOT tools. The page I referenced does, however, tell you who you have to write to in order to find out how to download the tools. To quote,
"Ich würde sagen am Besten an den Autor weiter oben goettsche (at) sij.fh-aachen.de eine Anfrage-Email senden. "

The page http://www.mathworks.com/matlabcentral/linkexchange/links/4321-carnot-toolbox-version-6-0-for-r2013b directs you to https://fh-aachen.sciebo.de/index.php/s/0hxub0iIJrui3ED . On that page you can click on the name of one of the .zip files in order to request to download it. For example https://fh-aachen.sciebo.de/index.php/s/0hxub0iIJrui3ED/download?path=%2F&files=carnot_60_2013b_Release_22jan2016.zip . I tested just a moment ago and had no difficulty.
