Why am I unable to open Polyspace, the MATLAB Parallel Server Admin Center and why does a manually starting a worker fail with the error "nativepctprocess.dll: The specified procedure could not be found"?

Why am I unable to open the Polyspace Bug Finder or Polyspace Code Prover?  When I double-click on the executable nothing happens and no error is returned.
Also, why am I unable to open the MATLAB Parallel Server Admin Center and why does a manually starting a worker fail with the error "nativepctprocess.dll: The specified procedure could not be found"?
