Huy - please provide some context for the above figure and please show us what you have tried already.

I can see that it uses plot(), annotation(), and voronoi(). Perhaps it uses rand() to get the points, or perhaps it uses something like xlsread(), csvread() or some other input function to get the points. You might also want to fancy it up with xlabel(), ylabel(), title(), etc. That's about all I can say. So look up those functions and give it a try.
