Why am I receiving an error stating "The procedure entry point CancelIOEx could not be located in the dynamic link library KERNEL32.dll" when starting MATLAB?

When launching R2015b on a Windows XP machine I am receiving an error stating:
"The procedure entry point CancelIOEx could not be located in the dynamic link library KERNEL32.dll"

MATLAB R2015b and later is not supported on Windows XP. If you cannot upgrade to a newer version of Windows, please use MATLAB R2015a or earlier.
