missing visa adaptor?

I've got a working installation of NI-VISA 15.0.1 running on Windows 10 (64 bit) and am trying to create visa objects with MATLAB R2013b and the instrument control toolbox. When I try and create a visa object I get:
Unable to create VISA object. The required drivers may not be installed properly.
Type 'instrhelp visa' for more information.
When I type: instrhwinfo('visa') I get:
InstalledAdaptors: {1x0 cell}
JarFileVersion: 'Version 3.4'
Clearly the problem is that I don't have any "Installed Adaptors". But I can't seem to find any info on how you install adaptors apart from just installing Visa. Any ideas on what I'm missing? Thanks

R2013b is not expected to work with WIndows 10.
