Why do I receive License Manager Error 4402 when launching MATLAB using a Login Named User license?

When launching MATLAB, why do I receive the following error message:
ERROR: License Manager Error 4402
Host not found:licensing.mathworks.com

"License Manager Error 4402" may indicate that the product attempting to be licensed via Login Named User is not available on the license.
Please verify that the product is available on the license:
Which products are included in my license?
Most Individual licenses allow you to launch MATLAB on up to 2 different hosts simultaneously via Login Named User (LNU). This error can also indicate that there are already at least 2 different hosts where MATLAB is running via LNU, which is the maximum. Try closing any active MATLAB sessions on other machines where MATLAB was launched via LNU.
