Have waited all day for a license become available but with no luck, Can someone check if this is a real max no. users problem, or something else?

if you use lmstat as indicated in the link in the error, it should connect to your license server and tell you the license consumption for that feature. It will even tell you who is consuming the licenses.
The problem is going to be resolved by someone in your organization -- someone needs to stop using the toolbox (opening up the license for you to use) or the license server may be in a bad state, in which case your admin will need to fix it.
