How to compute sample rate for pwelch function

I have monthly precipitation data from 1900-2016. I want to apply pwelch to determine the power and rate of occurrence per year. I have problems with how to come up the my sample rate(FS) and how to interpret the results. Can anybody help me out please?

Then ignore it. It will then simply use the sampling rate inherent with your signal.
Why are you trying to do a different sampling rate anyway?
