Need help for explanation

The maximum transmission power by the Base Station is P=46 dBm. There are n number of user terminals connected to the Base Station. How can power is allocated for each user equally with the given power constraints?

I tried like p_n=ones(1,n)*P/n;

Is there any other way of equally allocate power to each user terminal?

Are the user terminals all the same distance from the Base Station, connected in a star topology? Or are they connected in series, in which case there is power drop with distance and you might need something closer to a wheatstone bridge?

Assume User Terminals are randomly located around the base station which considered some of them are located near to the base station while others are located at far distance.

Then each one needs to have a resistor or other form of power limiter that is inversely proportional to distance, so that the power that arrives at the terminal is equal for all cases.
