I want to design a Phasor measurement unit model in simulink?

Actually i want to design PMU (Phasor measurement unit) model in matlab simulink.... but i don't have any reference and idea how to design it... no paper was found regarding modelling and design of PMU... So can anyone help out for designing this model.....
