USing Rohde and Schwarz spectrum analyzer model FSH20, why it cant detect in instrument control toolbox?

I already installed all drive and support package in instrument control toolbox including the NI visa for this model. unfortunately it cant detect the present of instrument. what should i do more to get it connect to my laptop?
