What procedure should I do to install matlab,since I'm getting problems with the license and expired licence management?

I installed Matlab in on my desktop, and it's not turning on, so.. until I fix it, I want to install my on my notebook, but I have only one license and I can't go through. What should I do ? since my license management is expired, and I'm not able to uninstall matlab on my desktop.

I have one license, and I'm not using it.
