Read 4 km Stage IV radar Precipitation data set file

Dear all,
I want to open the stage IV precipipitation data ( downloaded from https://data.eol.ucar.edu/dataset/21.093) in MATLAB.
I untar the dataset and finally I got the attached file. It does not have any information of data type( maybe GRIB as mentioned in the portal that I downloaded the data) so I cannopt open it as a matrix. I would appreciate it if anyone can help me to open the attached file in MATLAB.
