Contract pricing with government agencies is often considered a Classified matter. (I know it was when I ran some procurements for a government.) And I do literally mean Classified, C1 classification in North American terms (the lowest level of classification, available upon simple request from either party provided there is no specific Open Records law dealing with the matter.)

Anyhow, for military contracts, send your requisition through regular channels, as those already know how to navigate software acquisitions when cryptography is involved (parts of MATLAB are under export controls by the appropriate US government agency.)

If you are asking whether there is a discount for military veterans, then that is not a matter that I have information about, and you would have to ask Mathworks Sales.
