How to create GUI that can rotate part of figure according to input value?

Hello!!!

I am desperate looking for how to create a GUI that I can input a value of direction. For example, wind direction acting on a structure as shown in photos. My goal is to import a photo of a structure and arrow (this arrow shows direction of the wind) to GUI. Then, after I change value of direction which I create it as input in GUI and hit the button, the direction of wind (arrow) rotates to my desired direction.

Can anybody please give some comments or suggestions?
