can i use xml to build an ontology ?

i'm using ontology as description tool for some facts that relates to my project like ( features representation and data structures) but my work is offline so i can't use owl language to build the ontology , i want to make useof matlab support for xml to build an offline ontology using xml schemas . is that possible ?
