To find settings of switches based on COG?

I calculated the COG value of the image as 144.1324?How to find settings of switches based on this? please visit the following site for image?

For any particular switch, the COG will be on the side of the switch that is up.
However... it seems to me that you could threshold at a higher brightness level, and then the position (or centroid) of the remaining blob would be on the side of the switch that is up.

can u please explain me in detail?
My task is to find the settings of the switches?
For that I calculated the cog for the whole image?
Is there any other method to find the setting of each individual switch?
