Detecting BIB from the marathon images

Here, I am trying to detect BIB from a marathon images.

We have a a lot of marathons conducted in US. I am trying to detect the BIB attached on each runner from the given image. The given image can have any number of BIB's in it. The proposed method will detect all the BIB's in the given image.
