Get image fragment

This function allows to extract a precisely defined rectangular region of an image.
Function getImageFragment allows to extrac an image fragment that is defined by the elements of a transformation matrix - rotation and translation. By specifying the 2D rotation and 2D translation, as well as the size of the desired fragment, we can extract a rectangular piece of a source image. I am using it to simulate a camera moving over a google maps' image.
