Access a Column/Row in every Cells in an Array, then Convert It into a New Array

This code is written so that we can easily access a column from one cell in a set of values.
Example:
We ran a group of simulations in one execution, so we got many results which are saved into an array, it filled with 1-row and x-results-column (e.g. 1x21 cells).
In each of those cells there are a-rows x b-columns.
We want to access one of them, using this code.
How to use: name_theresult_you_want = access_column (target_array_name)
