How to get Matlab/Simulink and Neural Network toolbox for my high school researcher?

I would like my summer high school researcher to be able to use the Matlab Neural Networl toolbox on his computer
for deigning his neural network. Apparently such is free for my college students so I hope it would be free for high school researchers working with university faculty. Thanks for your assistance. Robert W. Newcomb

Please contact the Sales department directly using this link and work with the Sales staff to determine the best way for your high school researcher to gain access to MATLAB and Neural Network Toolbox. Just to set your expectations, if you're in the United States our offices in Natick, MA are closed on Monday and Tuesday for the federal Independence Day holiday.

No, that is not the case. College and university students operate using one of three different kinds of licenses:
- MOOC (Massive Open Online Course) -- license is paid for by the instituation hosting the online course, which typically changes students to take the course, and is permitted to explicitly charge a "lab fee" to pay for the software
- Campus-Wide License (or, older term, Total Academic Headcount License) -- license is paid for by the instituation hosting the course, which typically changes students to take the course, and is permitted to explicitly charge a "lab fee" to pay for the software
- Student License -- license is paid for by the student
None of these licenses are free -- but institutions might choose to cover the license costs without directly charging students.
Secondary schools and High schools are entitled to pay a flat fee to give everyone at the school access to MATLAB; I posted a link to that earlier.

A single license is purchased to cover an entire high school, and that single license covers many products. If the appropriate license is already in place, then your researcher would simple use Add-On Explorer (Add-Ons -> Get Add-Ons on the main command window) and search for the toolbox, click for details of the toolbox, and click to install the toolbox.
