Random Vector Normal to a Given Vector

Random unit vectors are generated that are normal to a specified vector in 3-space.
This function will randomly generate unit vectors that are normal to a given vector in 3-space. It ues the function: unifrnd in the Statistics Toolbox; user can change this to use rand function w/o much effort if doesn't have Statistics Toolbox.
