How can i use fmincon for multiple variables?

Hi, i'm trying to write an optimization problem using the function 'fmincon'. My objective function is like this and i need to obtimize it over two variables for M=4. C is constant.

First i m not sure how to apply this over fmincon. But my real problem is that minimization is over two variables. How can i write them in fmincon?
