Why RSRP measurement is greater than zero in 5G examples?

Hello,
ln below examples for 5G NR, measured RSRP values are greater than zero. Could you please explain, why?

In code, it reverses the effect of path loss by multiplying with rxgain. That is the reason. Ideally it should not be done.
