I have a plot of [t,A] where A is a vector with 3 components (Arr,Azz,a). I need to find the value of t when a drops to a negligible value ~10^-3.

Something like this would work:
t = linspace(0,10);
a = exp(-t);
ia = find(a <= 1E-3, 1, 'first');
t_thr = t(ia);
figure(1)
plot(t, a)
hold on
plot(t_thr, a(ia), 'bp')
hold off
grid
