Does Segregated LMAC & UMAC implemented in Matlab

I would like to know that is there an approach or APIs exists that can implement lower MAC (LMAC) & and upper MAC (UMAC) seperately rather as a MAC layer. The concept (i.e., SoftMAC) is modeled in NS3:
