Why can't I find the 'electrical' project in the Simscape library in Simulink in my MATLAB 2023b version？

From what I see in the picture, Simscape Electrical is not installed. Check that Simscape Electrical is indeed not installed and install it if you have a valid licence. If you have a valid licence and product is installed then probably best to contact customer support.
