imread is slow by reading jpg from eathernet IP cam

Hello,

I wrote an image processing software which has to read in a loop jpg with the size of 1280x720px and ~130KB. But the speed of just reading the image varied between 0.08 to 0.4 sec sometimes with proxy settings even 3 to 5 sec. So what should I do to make it faster?
