System Requirements fails to connect to DOORS

2013b, DOORS 9.3, when I try to link a block to a requirement line, I get two diagnostics:

1) MATLAB cannot find the DOORS automation server. You must have "Edit DXL" access privileges... (I do have Edit DXL.)

2) Failed to verify DOORS API version. Please terminate all doors.exe processes, restart DOORS and retry. (Restart has no effect.)

Are you able to run DOORS in Administrator mode? I know in the past that's been a big deal for me in getting things working.

They don't allow regular people to run Admin around here. I need to create a fix that can be used by several people in user mode.
