I am planning to learn a biological simulation program. It is an older program that can run on MATLAB 2008b - 2013b. Is it possible to download version 2013b as trial software please?

You need to ask Mathworks sales. It is not normally done but it might be allowed.

Thanks! I will ask them.

Note that if you have a non-trial current MATLAB license, it is allowed to download and install (and run) any earlier version of MATLAB. I do not know if that is permitted with a trial license though.

I would doubt it. I think they will let you have the latest release and I bet that the code you want to run will run fine on the latest release despite being developed years ago on a now obsolete version.

Thanks! Unfortunately, the code will not run - throws a binary error. The developer of the software also has indicated it will not run MATLAB 2014b or higher. But, I purchased a MATLAB Home license yesterday, and then could directly download a copy of 2013b off that from the MathWorks site without a problem.

I've encountered that too but usually it's only a line or two that need to be changed. Just see where it barfs and fix it. It's usually not too difficult to update the code so that it works. If you can't figure it out, you can always ask us. Or just stay locked in time with the 3 year old version.
