how to apply a variable thresholding after using sobel filter?

I want to detect rain drops from images, for that I have detected edges using Sobel filter and after that to get binary image I wanted to threshold the edge detected image. Same threshold values can't be applied to all the images.Follwing to this I have to calculate area or pixels occupied by that drops. Could someone help me?
