matlab runtime MCR7.9, do I need the license to use matlab run time

I just need to install matlab runtime(MCR7.9) to run a application named IQSignal. do I need a license?

Installation and running MATLAB runtime do not require any license.
Is IQSignal a compiled application of MATLAB?

The workflow is:
1. Somebody with licensed MATLAB and MATLAB Compiler create a stand-alone application (EXE) 2. The EXE and the runtime environment gets delivered to a "MATLAB-less person", in this case you I suppose 3. This person has not to purchase a license from MathWorks
