Web browser will not load on first launch

After a PC reboot Matlab is launched, a html file is written to disk, and the web function is used to display it: web('C:\temp\foo.html')
The first time this is done, web brings up the browser page but the file is not loaded. Closing Matlab and re-launching corrects this.
Running version R2007a (7.4.0) on Windows XP platform
