How to plot my own value +degree, using rose or polar histogram ?

I have a question to you, how i can plot my own value plus my degree direction to make rose histogram, or polar histogram.

example, i have my value,

1.(0 degree) = 25

2.(90 degree) = 24

3.(180 degree) = 25

4.(270 degree) = 24

please help me, i will plot 37 or more with spesific degree. or automatic plot with 37 value or more, start from 0 degree to 360. thanks!
