If you are the license administrator of a group license, you can log in your Mathworks account and assign a license to this user. Then this user can "activate" his/her computer through MATLAB menu "Help, Licensing, Activate Software". The license is bounded with the computer with hard drive serial number, MAC address etc.

You as admin still has the full control. It just saves you some work. When the user activates, it sends the serial number and MAC address through internet to Mathworks and creates the license file. You can delete this activation (this computer), delete this user, etc.
If you insist doing it yourself, log in your Mathworks account, go to license center, select a license, click the "Install and Activate" tab, click "Activate a computer".

Hard disk serial numbers can be used only for individual licenses; see https://www.mathworks.com/matlabcentral/answers/101892-what-is-a-host-id-how-do-i-find-my-host-id-in-order-to-activate-my-license
