Solving DEs with an evet of the form in an inequality

Hi guys is it possible to solve the ode for a given event of the form an inequality. like we know how to make an even in odesolver for y(2)=1 condition i.e value = y(2)-1; but if we have to use odesolver for y(2)<=1 then how would we write the event (value=?)
