What is the error dialog "An untrapped error occurred" mean?

I am getting an error dialog, an untrapped error occurred while opening the mbc toolbox from command prompt. Why it happens?

This means, that a serious and unexpected bug has appeared. When you provide more details, a more meaningful answer might be possible.
