Another Scrolling Panel facility

transform a standard uipanel to a scollable uipanel for legacy figure ancestor

The function MakePanelJScrolling uses Java and has been inspired by Yair Altman submission "AttachScrollPanelTo". The second function MakePanelMScrolling has exactly the same capabilities without any Java and woks both with legacy figure and the new uifigure.

Two demo functions have been added the first JDemo_MPS works exclusively for legacy figure ancestor, the second MDemo_MPS has an argument to switch between legacy figure and uifigure ancestor.

Both contains exactly the same exemples and gives the same results with figure and uifigure.

This is a very basic alternative to GUI Layout Toolbox ScrollingPanel which remains unsupersesed.

However MakePanelMScrolling and MakePanelJScrolling may be useful to understand how to implement scolling mechanism.
