Fix Daylight Saving Time in time Series

This program provides a list of dates and times when daylight Saving was implemented in Seattle,WA time starting in 1970 (data from: http://www.timeanddate.com/worldclock/timezone.html?n=234&syear=1970).

This program on can only convert times properly if they are in a sorted time series, otherwise this function cannot properly correct for the last hour before time is switched back to Standard Time in the fall because 1:00:00 AM on the date of the time change is indistinguishable from 1:00:00 AM before the time change.
