SCOPE: Recoding of risk levels using binary fusion.

This is a part of SCOPE that optimizes the risk levels using binary fusion.

This utility program creates a new risk model by combining two adjacent risk levels of an old model e.g. if the original risk levels are 1, 2, 3, 4, 5, then to fuse 2 and 3, the new risk levels will be 1, 2 (from old 2 and 4), 3 (from old 4) and 4 (from old 5)
Note this program replaces the original column i.e. user should make a backup copy of data before this. This program assumes the A column of the Excel file is the place to write the results. See the output figure posted with this as an example.
