Computes the 0th, 1st and 2nd moments of a single spectrum or an entire set of spectra

This is useful for 2D spectra where there may be several spectra in a series of time. This program calculates the 0th, normalized 1st and 2nd moments. Additionally, it can calulate the "blue" and "red" second moments of a spectrum or spectral series, which is useful for asymmetric data. Limits of integration can be used (useful for multi-peak or noisy data).
