Building a Dart Board on a Cartesian Grid

This code forms a matrix whose data values represent a Dartboard

In this code, a dartboard is built using MATLAB commands meshgrid() and atan2(). At the end , this code creates a matrix whose values represent a dartboard. The points on the dartboard can be visualized using colorbar.
Note:- The dartboard created here is not a standard English dartboard but close enough.
