Given a polynomial f(x) expressed as a column vector, compute the coefficients of the expansion of f(x) in terms of Chebyshev polynomials. Return the result as a column vector of coefficients in the expansion with highest index on top. This function can be used to compute the Fourier series of a polynomial in cos(x).
