Improvement to the FELICS Algorithm
This is an improved version of the FELICS Algorithm invented by Paul Howard and Jeffrey Vitter

This submission uses Elias Gamma and Elias Coding to encode exponentially decreasing pixel residues instead of Rice coding used in FELICS, which gives a slightly higher compression ratio compared to FELICS.
