Returns the symbolic Routh array given a polynomial, as used in classical controls. it handles special cases and symbolic variables. it has been tested in Matlab version 5.1 using the Symbolic Math Toolbox version 2.0.

It fails with coefficient vector [1 5 7 5 6].
Last row term shoud be zero instead of 12 as function erroneously returns.
