Wave Rose Function

Outputs a wave rose plot of wind direction and wave height from NOAA buoy historical data
The function allows the user to input a NOAA station number and a year and in return outputs a wave rose image with the significant wave height and wind direction frequency of occurrence. Given there is valid data, and a valid station number and year was inputted, the function will go to the station's URL, read in the page data and return the plot, as well as the location of the station as part of the plot's title.
