converting flow diagram to matlab commands

Hello I'm starting off with this flow diagram that needs to be converted into MATLAB instructions. I Know that initially I write
For p=1:L(m) ...... (core instructions) end:

You might not need to implement much of it yourself. See http://www.mathworks.com/discovery/simulated-annealing.html
