1. What is the error (if it’s visible long enough to read)?
2. Did you make any changes or updates or install any new applications?
3. If you click on:
C:\Program Files\MATLAB\R2013a\bin\matlab
does it launch then?
4. Has your startup.m file changed?
You probably need to Contact Support.
Tell them you can’t access ‘ver’, but do have your licence number ready. You can get that from the ‘My Account’ link near the upper right corner of the MathWorks home page.
You definitely have my sympathies!

Steps:
  1. Click on My computer
  2. goto USERS/yourName/AppData/Roaming/Mathworks/Matlab/R2013a
(Note: AppData will apear, when you click show hidden files)
3. Delete R2013a
4. Start your MATLAB AGAIN.
ENJOY.
